Successful applicants would then have the right to manage and harvest timber from specific areas of Crown land.Critics have lined up to point out the flaws in the proposed law (see sidebar). Norm Macdonald, the NDP's forestry critic, said the legislation is poorly written and is open to abuse of the public trust."As it's worded, it creates possibilities for rolling over volume-based tenures into TFLs,[url=http://www.moncler-sale.org]discount moncler jackets[/url],[url=http://www.moncler-sale.org]moncler sale[/url]," Macdonald told Business in Vancouver. "That's something where you're transferring real property values to a private interest, and you're giving it up from public hands."This form of forestry tenure isn't new to B.C., said Doug Routledge, vice-president of forestry for the Council of Forest Industries (COFI). In an attempt to make the industry more competitive, the law was changed in 2003 to prevent holders of volume-based licences from applying to change them to area-based licences. Ever since then, COFI has been quietly lobbying the forestry ministry to reverse that decision."We tried to help them understand that … area-based tenures can lead to improved forest management and private investment, and we were losing that in the game," said Routledge.Dave Lehane,[url=http://www.moncler-sale.org]moncler down jackets[/url],[url=http://www.moncler-sale.org]moncler outlet[/url], vice-president of woodlands for West Fraser Timber (TSE:WFT), pointed to the TFL the company has held since the 1950s in Quesnel as evidence of how this type of tenure can be done right."It really has been a key to providing a stable log supply to our facilities in Quesnel,[url=http://www.moncler-sale.org]discount moncler jackets[/url]," said Lehane.He disagrees with the assumption that the proposed bill will lead to privatization of public land."Forest tenure is the vehicle that the province uses to allocate harvesting rights over Crown land," said Lehane. "The province, regardless of the form of tenure, still retains the ownership rights to the land."Routledge said that the Special Committee on Timber Supply, a bi-partisan committee struck in 2012 to examine the effect and solutions to the mountain pine beetle crisis, provided an impetus for COFI to push for the government to re-examine the issue."That was an opportunity for us to resend the message," said Routledge.
