ISLAMABAD: A multi-party committee formed by Prime Minister Nawaz Sharif last week will hold its second meeting on Tuesday to formulate its recommendations to ensure civilian supremacy in cantonment boards by giving them increased representation. It held its first meeting four days ago in which preliminary details were worked out as how to go about its assignment. The committee comprises three nominees of the ruling Pakistan Muslim League-Nawaz (PML-N) and one representative each of the Pakistan People’s Party (PPP), Muttahida Qaumi Movement, Pakistan Tehreek-e-Insaf and Awami National Party.Federal Minister Zahid Hamid is convener of the committee while it also has Special Assistant to the Prime Minister Khawaja Zaheer Ahmed, discount moncler jackets, the two heavyweights in the legal field, who are doing most of the legal work on behalf of the government.Leader of opposition in the National Assembly Khursheed Shah was supposed to attend the inaugural meeting of the committee, but did not due to his other preoccupations, a participant told The News. Nafeesa Shah represented him.A member of the body said that article 140A of the Constitution does not apply to the federal government and it concerns the provinces. It says each province shall, moncler outlet, by law, establish a local government system and devolve political, discount moncler jackets, administrative and financial responsibility and authority to the elected representatives of the local governments. Elections to the local governments shall be held by the Election Commission of Pakistan, moncler down jackets, which has already taken up the job.At the same time, he said, article 32 just lists the principle of policy. It says the State shall encourage local government institutions composed of elected representatives of the areas concerned and in such institutions special representation will be given to peasants, workers and women. The purpose of formation of the committee is to amend the 2002 Cantonments Ordinance promulgated by Pervez Musharraf to enhance civilian representation in the presently army dominated cantonment boards. The ordinance gives the station commander, usually a brigadier, moncler sale, all financial and executive powers of a cantonment board in his capacity as its president. He is empowered to appoint as many officers of his choice as members of the board as those elected by the people in the elections. By this authority, the station commander, moncler outlet, who also has the veto power over the board, calls the shots instead of the public representatives because he always enjoys a majority in the body. The 2002 ordinance provided for conduct of local government elections in all the cantonments. Each cantonment comprised union councils having 12 directly elected members against the general seats.Four of the 12 seats were reserved for peasants and workers, moncler down jackets, two for women and one for minorities. Union Nazims and Naib Nazims were also members of the union council. All union council members were elected through adult franchise on the basis of joint electorate.Regarding the composition of district council and appointment of district coordination officer and executive district officer, moncler sale, moncler on sale, the ordinance said the officers of the Military Land and Cantonment Group shall be taken on deputation. Similarly, moncler on sale, a cantonment board composed of the officer commanding station who acted as its president. The vice president is elected indirectly amongst the union Nazims in the cantonment. The electoral college for election of vice president and reserved seats of women, peasants, workers and minorities in the board consisted of members of the union council including union Nazim and Naib Nazim. The recommendations of the committee to amend the ordinance will be laid before the cabinet for approval before tabling them in the parliament. The committee member said that the body did not have a timeline to conclude its deliberations. The moment its recommendations will be finalized, these will be presented to the prime minister.
