Auditor General John DoyleBy Bob MackinMon Apr 15, 2013 11:00am PSTThe Office of the Auditor General denies the termination of four employees on April 11 was connected to the recent report questioning the B.C. government's claims of being carbon neutral.Assistant Auditors-General Beverly Romeo-Beehler and Michael Macdonnell, director of performance audit Michael McStavrick and a fourth junior person were terminated, according to TheTyee.ca. The reason has not been released.Romeo-Beehler, whose termination was without cause, told Business in Vancouver she had a history of leadership awards and met all performance measures.According to Public Accounts information, Romeo-Beehler was paid $178,618 in 2011-12, Macdonnell $130,[url=http://www.michael-korshandbags-outlet.net]Michael Kors Handbags[/url],625 and McStavrick $98,[url=http://www.michael-korshandbags-outlet.net]Michael Kors Outlet[/url],831.A request to interview Auditor General John Doyle was responded to by Assistant Auditor General Morris Sydor, who told BIV: "The staffing changes have nothing to do with the carbon neutral report, either directly or indirectly."The severance costs must remain confidential, but there will be efficiency gains for the office as a result of the changes over a three-year budget cycle."As this is an internal matter dealing with organizational and personnel issues, we will not be providing any further comment."The Auditor General's office has been the focus of controversy since January when it emerged that a BC Liberal-dominated committee recommended replacing Doyle instead of allowing him a second six-year term. It was not known until a job advertisement was published. He had planned to remain in B.C. until the fall, but will instead start a new job as the auditor general for the Australian state of Victoria in June.Assistant Auditor General Russ Jones was chosen as Doyle's replacement last month.Doyle recently failed in his court bid to see a copy of the indemnity agreement for Dave Basi and Bob Virk, whose $6 million legal bills were paid by government contrary to policy. That report has not been published.Most recently, Doyle raised the ire of the Pacific Carbon Trust (PCT) by ruling that PCT had not purchased credible offsets for the Darkwoods Forest Carbon Project and Encana Corp.'s Underbalanced Drilling Project."Offsets can only be credible in British Columbia if, among other things, the revenue from their sale is the tipping point in moving forward on a project," according to a news release from Doyle's office."It must be an incentive, not a subsidy, for the reduction of [greenhouse gases]. However, neither project was able to demonstrate that the sale of offsets was needed for the project to be implemented."PCT hired Wazuku, a lobbying firm co-owned by PCT director Michael Watson, to campaign against Doyle's carbon neutral audit. Offsetters CEO James Tansey wrote a complaint letter to Justice Minister Shirley Bond before the Doyle report was released; Bond's response was leaked to the media.
