When a fire broke out in the local hardware store in 2011, burning almost an entire block of cherished retail space to the ground,[url=http://www.peuterey-outlet.net]peuterey outlet[/url], it is safe to say that Beechwood Avenue reached its nadir. To that point, a slow but steady decline had seen the exodus of numerous small businesses after the departure of the Mountain Equipment Co-op in 2000. Elsewhere, a strip of vacant and dilapidated buildings was left untended by its owners. The street seemed more deserted; infrastructure was aging; sidewalks were crumbling.What made a response difficult was in part due to Beechwood’s status as a border between two municipal wards (and pre-amalgamation, among three cities), five neighbourhoods — Vanier, New Edinburgh, Lindenlea, Rockcliffe Park and Manor Park, and different linguistic histories. Although five community associations and a business improvement area each had a stake in part of the street, nobody was focused on the whole.In 2012, all of that changed. Looking back, three important events started what is now an undeniable renaissance of the street. First, citizens of the five communities came together under the auspices of a new umbrella group — the Beechwood Village Alliance — with the objective of working together with all stakeholders for a better Beechwood. Festivals and events were organized, working groups were formed, and a common purpose brought all sides of the street together.Second, business owners on the north side voted to join the business association that, up until that point, had included only the south side businesses. Suddenly, businesses too had a joint interest in the success of the entire street.Third, the stirrings of new development brought hope. Kavanagh’s Esso station, a fixture on the east-side of Beechwood for almost 60 years, was sold to Domicile Developments, which promptly proposed a mixed-use development on the property. This project, along with the end-2012 sale of the burnt-out property at the west end of the street to the Minto Group, created two promising bookends. Now the stories in between need to be imagined, developed and crafted to fulfil Beechwood’s promise. Success will hinge on a few important principles:Build pedestrian-and retail-friendly development. Main streets can be driven through but their value is in whether they are walked down. And they are most often walked down when local residents and visitors have a reason to do so — to buy food, go to restaurants, attend cultural events and conduct the required errands of day-to-day living. Main streets need multiple small retail spaces that satisfy a range of demographics, tastes and both day and evening uses. A large number of small spaces is better than a small number of large spaces. Present and future developers on Beechwood will need to respect that to ensure their projects contribute to both the street’s retail and neighbourhood success.Follow the Community Design Plan. Beechwood offers a unique development moment. Its residents are eager for attractive, appropriately designed buildings in place of the parking lots, vacant properties and under-utilized spaces. The community design plan offers a rich array of principles and proposals to fulfil the promise of the street. These include ideas on facades and design, beautification and building heights. The goodwill of the community can best be preserved if these principles are embraced not eschewed by proponents, planning staff and city council.
