Ivanhoe residents have been slugged with a 12.47 per cent rate rise – the greatest percentage increase across the state. The smallest increase is in Greater Bendigo, where residents will pay just an extra $17 in council rates (or 1.12 per cent) on average. Council rate rises across VictoriaAreas for which there is no data are colored grey. The new data comes as the Municipal Association of Victoria (MAV) unveils what they estimate to be an average 4.8 per cent council rate rise, the result, they say,Moncler Sale, of a $397 million defined benefit superannuation shortfall, the costs of maintaining infrastructure and greater demand on council services. Advertisement MAV president Bil #file_links[D:\keywords14.txt,1,S] l McArthur said as more people were feeling the pinch of rising costs of living there was an increased reliance on council services like libraries and aged care and childcare facilities. “They are jointly funded by state or federal governments but again the trend has been for ratepayers to pay a little bit more each year,” Mr McArthur said. Ivanhoe resident Valerie Armit says she is surprised by the dramatic increase. Photo: Michael Clayton-Jones Rural areas, where councils are often expected to provide more community services, will see the biggest rises. Residents of Mitchell Shire Council, which takes in the regional town of Seymour, will have an average $151 added to their annual bill, the second highest percentage increase the state. However the crown for the highest rates in the state again goes to Victoria's capital, Melbourne, where the average annual rate is $2360 – though that figure is skewed somewhat by the high level of business and industry in the city. Loddon,Moncler Coats, a shire north-west of Bendigo, at $1135, has the state's lowest annual rates, as was the case in the past two financial years. Likely to be in for the biggest shock today are those in Banyule City Council,Men Moncler Jackets, which takes in Ivanhoe and Greensborough. They will have a rate rise of $172, although Banyule mayor Wayne Phillips was eager to point out that his council's average rates, at $1548, were still lower than the Victoria average The problem was the council was increasingly covering more of the costs of services, and had been spending too little on infrastructure for too long - letting buildings and footpaths age over time,Moncler Kids, Cr Phillips said. “We should have spent millions more on infrastructure than we actually have,” he said. “We're at the part of the cycle where these things have got to the point where you can't patch them up any more.” In Ivanhoe, pensioner Valerie Armit, moncler bambino, 65, was surprised by the dramatic increase this year,Cheap NFL Jerseys, though she felt her rates had been quite reasonable in the past. “I'm going to have to go home and see where I'm going to cut things. It's little things, like I need some new blinds so maybe I'll go for a cheaper one – things like that, canada goose jackets,” Mrs Armit said. Big council spending doesn't please Ratepayers Victoria – who believe council rates should be reined in to no greater than about 3 per cent, to keep up with the consumer price index (CPI). But MAV's Bill McArthur explained councils' costs didn't move in line with CPI because their budgets were largely made up of #file_links[D:\keywords11.txt,1,S] staff wages and construction and material costs. Mr McArthur said councils had been asking ratepayers whether they would be willing to give up their local pool o #file_links[D:\keywords15.txt,1,S] r sell off local halls in exchange for smaller costs but found that residents don't want to give up their services. Instead they wanted more for less, he said. “Council budgets are always a difficult process and certainly this year it's been striking the right balance between community expectat #file_links[D:\keywords12.txt,1,S] ions and affordability,” Mr McArthur said. “You really need something between 3 or 4 [per cent] just to keep your head above water.” Data on average rates was unavailable for Benalla, Frankston, Greater Shepparton, Wangaratta, Buloke, canada goose jackets, Moira and Hobsons Bay.
